Kevin Wooley

Kevin joined MAS Consultants in January of 2020 following five years at Project Enhancement Corporation where he served as the Executive Vice President of National Security and Intelligence Services.

Kevin has extensive training, operations, and nuclear security experience to support clients within the DOE and NNSA.

He is an award-winning leader with broad experience directing training programs, large-scale exercises, and simulation to improve individual and group performance for civilian and government customers. Prior to working at PEC, Kevin served for 26 years in the United States Marine Corps, retiring with the rank of Colonel.

He holds a Master of Arts in National Security & Strategic Studies and a Master of Arts in Military Studies.

Ricardo (Rick) Martinez has over 40 years of professional experience in engineering, program and project management, and commercial and governmental business.

His company, Project Enhancement Corporation (PEC), which he founded and has led since 1998, is highly regarded as a premier organization providing professional services to federal government clients, including the Department of Energy (encompassing the National Nuclear Security Administration), NASA, and the Department of Labor (including OSHA). The company has over 230 employees and holds prime contracts worth more than $250 million, resulting in over $60 million in annual revenues and provides employment to an additional 200 contract personnel.

He has been actively engaged in the business community, chairing multiple chambers and commissions, and serving on multiple business, educational, non-profit, governmental, and banking advisory boards for over 20 years. He is known for assisting other individual and small companies within the underserved community in their journeys to becoming self-sustaining, and successful; including mentoring a minority woman-owned small business and a service-disabled veteran owned small business under the SBA mentor/protégé program.
